Just southeast of New Vegas there is one of the more sinister of Vault –Tech’s experiments Vault 11.

History

This vault was a social experiment of the worst kind. Minutes after closing its door the overseer informed the people that every year they would have to choose one of the dwellers to be sacrificed or the vault would flood with toxic gas. Well they took this news like anyone would and chose to kill the messenger. That overseer was the first but not the last as that became the standard  method to choose the next sacrifice with the overseer elections. As time went on the Vault developed Blocs, similar to political parties, to control the nominations. The most powerful of these was the Justice Bloc. The Justice bloc however knowing of their power to control the swing of the vote as they held the majority blackmailed Katherine Stone into giving members of the Bloc sexual favors to keep her husband from being nominated. They nominated him anyway. In her rage and humiliation she took to killing members of the Justice Bloc for revenge, to gain favor in the vote, and to remove the small majority lead. She was successful and was voted overseer.  Her first act as overseer was to end the elections all together. This led to a revolt and an armed coup. The fighting led the death of all but five people. Those five then decided not to sacrifice anyone else. Then they learn that that was the correct response for the experiment and are told that the doors would open and they were free to leave. After hearing the message they instantly became depressed and as they prepared to leave 4 of the five kill themselves and the fifth leaves to never be heard from again.
